Apart from local regulations, the decisions and directives of local State organs of power and their permanent bodies and of local People's Governments all can be considered sources of law so long as they are in a standard form.

These local regulations decided upon by local State organs and other standard form documents cannot, in terms of their of their legal position and force, be in contravention of the Constitution, Laws or Administrative regulations. The Standing Committee of the National People's Congress has the power to revoke regulations enacted by provincial level State organs of power that are in contravention of the Constitution, Laws or Administrative regulations; the State Council has the power to change or revoke inappropriate decisions or orders made by the administrative organs of State at the local level. In addition to this, the Standing Committees of People's Congresses at the Xian level and above can revoke inappropriate decisions made by the People's Government at that level or by the People's Congress at the next lower level; the People's Governments of the Xian level and above have the power to change or annul inappropriate decisions made by departments under them or by lower level People's Governments.

6. The standard legal documents for the special economic zones

In 1981 the National People's Congress empowered the People's Congresses and their Standing Committees of Guangdong and Fujian provinces to make various individual economic regulations for special economic regions in accordance with the principles laid down in the appropriate laws, regulations and policies and in accordance with the concrete circumstances and actual needs of the special economic zones in those provinces. These regulations have to be reported to the Standing Committee of the National People's Congress and to the State Council for the record. They are also a

form of source of law.

Looking at these various sources of the law that have been described above it can be seen that the main characteristic of sources of the law in our country is that they are taken from laws that have been enacted.
