(a) The People's Congresses and their Standing Committees provinces and municipalities directly under the Central Government have the right to decide on local regulations on condition that they do not conflict with the constitution, the laws or administrative laws and these are reported to the Standing Committee of the NPC and to the State Council for the record.

(b) The People's Congresses and their Standing Committees municipalities in which the people's governments of provinces and autonomous regions are situated and of relatively large municipalities so designated by the State Council can according to the actual needs and concrete circumstances of that city draw up local regulations on the condition that they do not conflict with Constitution, the laws, the administrative laws or the local administrative regulations of that province or autonomous region and these regulations come into force after they have been reported to the Standing Committee of the provincial or autonomous regional People's Congress for approval and after it has reported them to the Standing Committee of the NPC and to the State Council for the record.

(c). The People's Congresses of national autonomous regions have the

power

according to the special characteristics of the political, economic and cultural system of that nationality to decide on autonomous regulations and special regulations. The autonomous regulations and special regulations of autonomous regions come into force following their being reported to the Standing Committee of the National People's Congress for approval. The autonomy regulations and other specific regulations for autonomous Zhou and autonomous Xian come into force once they have been reported for approval to the Standing Committee of the People's Congress of that province or region and have then been reported to the Standing Committee of the NPC for the record.

(d) If delegated by the Standing Committee of the National People's Congress, the People's Congresses and their Standing Committees

the provinces concerned can decide on regulations for special economic zones under their control. Special economic zones are regions where certain special policies can be carried in order to develop foreign trade and especially those which are of use to attracting foreign investment and advanced technology - They have been set up as part of our policy of opening to the outside world. In order to ensure the smooth. development of the special economic zones and to make sure that the economic management of the zones is fully consistent with the actual needs of work and effectively to develop the usefulness of the special economic zones, in December 1981, the 21st Meeting of the Standing Committee of the 5th NPC decided that it would delegate powers to the people's congresses and Standing Committees of Guangdong and Fujian provinces - that according to

principles laid down in the relevant laws, regulations policies and in accordance with the concrete circumstances and actual needs of the special economic zones in those regions they could decide specific economic regulations for those special economic zones and report them to the Standing Committee of the NPC and to the State Council for the record.
