employment of the previous public servants have done a great deal of good.
The salaries and benefits enjoyed by public servants of the Hong Kong Government are relatively generous. At present there are mainly three categories of public servant: pensionable public servants, non-pensionable public servants and contract officials (these are divided into two groups, those contracted locally and those contracted from overseas). Each has a different salary scale. Pensionable public servants have four pay scales:
1) the directorate pay scale of 8 points; 2) the general pay scale divided into 51 points of which points 38-51 are for senior public servants, 14-37 for middle ranking public servants and 1-13 for lower ranking public servants; 3) the discipline services scale (in addition to the police, this includes the correctional services, the fire services, the immigration services and the customs), this has 37 points divided into the officers scale and the rank and file scale; point 24 on the officers scale is equivalent to point 38 on the general scale; 4) the probationers scale consisting of 16 points. Non-pensionable civil servants are of a lower rank and are mainly physical labourers and technicians. Their benefits are lower and their salaries are on the 24 point Number One standard salary scale. Contract workers are paid according to the terms and conditions in their contracts. Below the directorate scale, each public servant advances one point up the scale every year until he reaches the ceiling salary for that grade. The lowest grade of the disciplined services also has two salary points for long service which can be gained after 18 and 25 years service. The salary scales in 1986-87 in the Hong Kong Government were as follows:
