accusation that Hong Kong is being used as a base for subversion of the Central People's Government which must raise fears that the addition of that expression to the article relating to offences against the state will also result in pressure on the SAR Executive and Legislature to introduce restrictions on political criticism. Any such legislation would raise a question of compatibility with the fundamental rights Chapter of the Basic Law and the possibility of conflict between the SAR courts and the Standing Committee if the matter were put in issue.
