I saw from Peking telno 565 of 19 April that Zhao Jihua had become Director of the Hong Kong and Macao Affairs Office of the Ministry of Foreign Affairs.

I presume you met him during your time in Peking. He was born in 1935 in Zhejiang province and was originally a specialist in US affairs. He first appeared in our records as a member of Zhou Enlai's entourage during his talks with President Nixon in 1972, and he was involved in the negotiations for the Shanghai Communique. He continued to appear at all the main Sino-US events of the mid to late seventies and in 1978, as a Deputy Division Chief of the American and Oceanian Affairs Department of the MFA, visited the United States with a delegation of Chinese city administrators. He joined the HKMAO in 1985 as a Deputy Director and was reported to be in charge of Macao affairs. The Embassy in Peking has described him as very much at ease and friendly in a courtly and slightly old fashioned way, but that was in 1988. speaks good English. He served in Pakistan in the late sixties.
