Lu is one of the most senior and experienced Chinese officials involved in Hong Kong affairs. He was educated at the Lester Institute in Shanghai until 1941. He then went to St John's University in Shanghai where he obtained a degree in agricultural economics. He has been an important figure in the various negotiations on Hong Kong since 1983, and has visited Hong Kong on several occasions. He has also been closely involved in work on Macao and in 1988 was made a member and secretary of the Committee for Drafting the Basic Law of the Macao Special Administrative Region and later its Chairman. He is said by some to have been favoured by Li Peng for the job of Director of the Hong and Macao Affairs Office, in which he replaced Ji Pengfei.

His English is excellent, but he prefers to speak in Chinese. Though his manner is quiet, he is collected and alert. He is always master of his brief, and has quick and agile mind. Lu has a good sense of humour. He sings and likes music. His wife, Xi Liang, has worked for China International Trust and Investment Corporation (CITIC) in Hong Kong since 1988.
