2. I was grateful to learn of the intended developments. The new system seems well designed and I have few comments.

China

3. Under Central Government, I assume that Heads and Deputy Heads of permanent State Council Departments would include the Hong Kong and Macao Affairs Office. Similarly, I assume that departmental level officials in the MFA would include their Hong Kong and Macao Affairs Office (incidentally it is not clear why this is listed under the State Council). I also assume that Ambassadors would include those to international organisations as well as to foreign countries.

Hong Kong

Holding information on all officials working on Hong Kong (regardless of their geographical location) on the same database seems a sensible improvement. I agree that Hong Kong people who are delegates to the NPC or the CPPCC should be included: these will become more significant as 1997 approaches. Another category which I should like to see covered would be Hong Kong Chinese businessmen with China connections eg Y K Pao, Li Ka-Shing, T T Tsui. As we have recently seen, these people often have good access to the Chinese leadership and may act as intermediaries. As 1997 approaches, their position and movements will be of increasing interest to us.

5. Under Organisations, the BLDC no longer exists but the future Basic Law Committee and the recently established Research Institute on One Country Two Systems should certainly feature as organisations directly related to the future SAR.
