As agreed, I repeated to Yang Youyong of NCNA this afternoon the message which you had previously given to Chen

Rongchun about policy briefings. I said that if NCNA wished to be briefed on a particular policy in future they were

welcome to go direct to the responsible policy Secretary

him/herself. I said we were keen to assist the NCNA in the

gathering of information to report on developments in Hong

Kong to Peking.

Yang asked if they would need to go via this Office.

I said that would not be necessary in a case where they wished

for information or briefing on a particular policy. However, if they wished to convey an opinion of the Central Government, or put forward any proposal to the Hong Kong Government, then

they should continue to address the matter to us. Yang

thanked me for this.
