But I should be grateful for any further details of the Home Office note you referred to, and of current UK practice generally.

Your point that to provide administrative arrangements now may undermine our position eventually on MLA arrangements with China is of course valid. You may wish to note that in this respect all the implications have been fully debated in ExCo and ExCo's decision was to proceed with our present proposals nevertheless.
