Thank you for your minute of 29 August. In my minute of 28 August I specifically asked for your agreement to include only the first two paragraphs of your minute of 19 August and asked whether you thought MLA agreements should be covered in the submission. You have stated that you would wish your minute to be included in full and for MLAs to be covered: and I am content to do so.

I should now be grateful for clearance of the attached draft.

For Mr Walwyn, I am not aware that we are in the habit of Lewing making demarches to the Chinese in connection with crimes of
violence involving Chinese Nationals. I take the point about the line NGOs etc may take, and have added this to paragraph 12. On the question of making greater efforts to obtain assurances from the Chinese authorities that the death penalty will not be carried out, you may wish to see the telegraphic exchange we have had with Hong Kong and Peking on this. As you will see, both consider this would be a fruitless exercise.
