CAPITAL PUNISHMENT IN THE DEPENDENT TERRITORIES

1. I attach a draft minute for you to send to the Lord President, with copies to everyone else who will attend the meeting on 14 February.

I have suggested that you continue to press the case for using an Order in Council. I have also, however, made clear that the main objection to the compromise route (using a PQ to make clear our wish not to see any executions) comes from the Attorney General. I hope that by this means we shall be able to get the Attorney involved in arguing in favour of the Order in Council, to lessen any risk of your being isolated.

I am at your disposal to discuss this further before the meeting.
