"incidental, consequential or transitional provisions". Constitutions of the territories which were made under section 5 expressly reserve to Her Majesty power by Order in Council to make laws for "peace, order and good government". In my view the combination of sections 5, 7 and the power reserved in the Constitutions of the territories to make laws for "peace, order and good government" provides adequate vires.

On timing, the Order could be made at the meeting of the Privy Council scheduled for 20 March. It would be laid before Parliament on the same day and could enter into force 21 days thereafter, say, 15 April. You will need to consult the Governors of the dependent territories concerned and you agreed to let me know what I should say on this matter to the Conference of Attorneys General next week.
