THE HONG KONG LEGAL DEPARTMENT AND THE CHRISTOPHER HARRIS

CASE

A

Problem

1. Mr David Howell MP has written to the Secretary of State

enclosing a letter from two of his constituents,

Mr and Mrs R J Harris, about the Hong Kong Legal Department

and the case of their son, Christopher Harris, who was a lawyer in the Legal Department and was jailed last year for

sexual offences.

Recommendation

2. I recommend that the Secretary of State replies

along the lines of the attached draft. The Governor has been consulted and our Legal Advisers agree.

Background and Argument

3. The background to the problems of the Hong Kong Legal

Department and the Christopher Harris case is set out in my

B C D submission of 14 June 1990. Previous correspondence between

Mr Howell and the Secretary of State on this subject is

attached.
