Conclusion
10. It is evident that Reid is of great value as an informant about the corruption in the Hong Kong Legal Department. It is in Hong Kong's interest (and ours) for him to be kept securely and for his safety to be guaranteed.
It is also in Hong Kong's interest for Reid to be kept in Hong Kong if at all possible: this is also the Governor's
view.
11. It seems unlikely that there will be justification
for moving Reid to the UK given that the Governor is now
satisfied that Reid can be held safely at Siu Lam prison.
However I recommend that we agree in principle to the
Governor's request, with the proviso that any action will be dependent upon our view of the situation at the time.
