CHARLES WARWICK REID: POSSIBLE TEMPORARY REMOVAL TO A UK
PRISON
Problem
1.
The Governor has requested that contingency plans be
made for the removal of Charles Warwick Reid, former Deputy
Crown Prosecutor in Hong Kong, to a UK prison.

2. I recommend that Lord Caithness should in principle be prepared to consider this course of action.
Background and Argument

Charles Warwick Reid, a national of New Zealand
and a former Deuputy Crown Prosecutor, was convicted in June 1990 under the Prevention of Bribery Ordenance and

in giving advice favourable to defendants in some major investigations/prosecutions.
He agreed to cooperate with
the authorities and has named names. The full details are
given in Hong Kong telno 3406. Implicated a number of people
in his corrupt cuiritiel.
4. Reid is at present held in the custody of the Independent Commission Against Corruption (ICAC) in the
ICAC's own detention centre. Under normal circumstances
Reid would have been transferred to the custody of the
