Before cessation of the Bag Scheme on 1-6-1991, British citizens residing in Taiwan did not normally apply in person unless he had a genuine need for urgent issue, in which case he would be issued British Hong Kong passport (endorsed to show his British citizenship) in much less than the 20 working days (4 weeks) than normally required.
