The last review of policy on the admission of East Europeans and others was conducted in June 1990. Members were informed of changes on 3 July 1990. Developments and changes in attitude towards these countries since then have enabled us to make a further reappraisal of visa policy for visitors with the aim of meeting Hong Kong's commercial and other interests, commensurate with security and political considerations.

BACKGROUND

New Policy

HKG will seek Visa Waiver Arrangements, on a reciprocal basis, with Hungary, Czechoslovakia and Poland for visits only.

Existing restrictions on the purpose for which visits may be made by nationals of the USSR, Mongolia, Romania, Bulgaria, Afghanistan and Vietnam will be removed.

Visits from nationals of North Korea, Cuba, Albania, Cambodia and Laos will continue to be limited to bona fide businessmen, renowned cultural and sporting performers etc.

Security checking procedures will be further streamlined.

The result will be that nationals of Hungary, Czechoslovakia and Poland will be able

to visit without any procedural delays. Those from Vietnam, Mongolia, Laos and Cambodia will require a two week processing time in Hong Kong. The processing time in Hong Kong for nationals of the USSR, Romania, Bulgaria, Albania, Afghanistan, North Korea and Cuba will be unchanged at four weeks.

Posts in Prague, Budapest and Warsaw have been requested to sound out their host governments on the possibility of entering into visa waiver arrangements on a fully reciprocal
