in a high profile position in Hong Kong. This is an old

chestnut. It is, however, by no means clear to me that a

politician would find it any easier to cope with the

immensely complex and sensitive issues than the present

Governor. Nor is it clear to me that any of our leading

politicians would want the opportunity to try.

I think it would be a good idea if the Minister could

offer to talk to Mr Bright. Alternatively, Mr Burns could

do so on his return from the Far East.
