The Prime Minister hosted a lunch for the Anglo-Hong Kong

Trust. There was a wide ranging discussion, but four main

points were made and the Prime Minister thought you ought to

be aware of these. I enclose a note setting them out. If

someone in your office wants to have a further word, I would
