14 February 1989, after considering memorandum XCC (89) 24 which sought the Council' s advice on the introduction of the Radio Television Hong Kong (RTHK) Board of Governors Bill into the Legislative Council, the Council ADVISED and the Governor ORDERED inter alia, that a further
