We spoke. The Broadcasting Review Board was established by the Governor in February 1984 to conduct a review to assist the government in establishing an overall broadcasting policy for the post 1988/89 period. The entire review lasted from march 1984 to August 1985 and the board's report was published in September 1985. I attach a copy of an ExCo memorandum of 10 September 1985 which gives the principal recommendations of the Board together with its terms of reference.

2. I have looked at the material available in this Department concerning our exchanges with the Chinese on Hong Kong related matters. I can find no indication that we raised it with the Chinese or they with us, in the six months following the publication of the review. I can see no reason why we should have wished to discuss it with the Chinese at that time, and we would not have been in a position to anyway before it was published. you said, the Chinese might have sought to question us on the review's implications for the future of the media in Hong Kong. far as I can tell, they did not. Discussion in the Joint Liaison Group in the first session after the publication of the review was dominated by the future of representative government in Hong Kong.
