that a target of 760 staff realistically can be achieved within the first year of corporatisation; however, staff in excess of the 760 target may be required during the initial transition period. An even leaner staffing level - closer to 710 - could be attained once RTHKC is firmly established in its new corporatised role. The rationale for reduced staffing requirements differs by division and department:
a. Television: Halving the number of programme units from 15 to seven and
streamlining production services (for example, consolidating 19 Art Services sub-units into 11) will reduce manpower needs. Also, staff efficiency should improve as new manning levels and work practices are introduced. For example, more efficient scheduling and work planning will shorten the time producers need to devote to each programme and necessitate 11 rather than 14 camera crews. Finally, the team's assessment indicates that HKTI technical support staff can be cut significantly; however, Government may be obligated to make redundancy payments in light of the Technical Services Agreement.
b. Radio: The flatter and consolidated structure will require fewer positions.
Folding the specialised production units into the channels will reduce manpower requirements, and newsroom staffing can be tightened by better coordinating assignments between the Chinese and English sections, especially for routine coverage. Most importantly, however, a large number of HKTI staff can be eliminated by consolidating studio operations, which can be mostly self-run, into the channels (again, the need for redundancy payments will have to be assessed). Adoption of more commercial work practices will enable a further large reduction in maintenance and outside broadcasting staff. Finally, de- manning the AM site - as currently planned - will result in additional staff cuts.
c. Finance and Administration: Most units will require about the same number of
staff as currently, but with higher skill levels. Some staff reductions are possible in General Services through more effective deployment.
d. Marketing: A small team of four to five high-calibre people will be needed.
3.13.1 Enhance skills to meet the needs of the new organisation: The new RTHKC organisation is designed to sharpen accountability at all levels and to give middle management more responsibility. The skills required in many key jobs will increase
