HV have been consulted on the proposed amendments to their licence, and they have accepted them.
PUBLIC REACTION

Most people in Hong Kong currently do not have access to satellite programming and will therefore be unaffected. We expect that those members of the public with access to satellite receiving equipment will welcome the opportunity to receive high quality BBC WSTV programmes as an alternative to CNN which is also available locally.

We do not expect a large public reaction to the availability of WSR via satellite, though some people will welcome the provision of the service in high quality FM, as opposed to the lower quality AM or short-wave monophonic transmissions currently received.

We expect HV to publicise intensively the new services, and therefore it is sufficient for the Government to issue a press release outlining the reasons for approving the amendments to the Licence.
