possible to broaden the group from which the Governor can
select members to serve on ExCo.
A great deal has happened on the constitutional
front in Hong Kong over the last six weeks. There are
lessons to be learned and the Hong Kong Government have
embarked on a review of the electoral system in the light
of the recent elections. This will cover, among other things, the question of whether an independent body to
organise and oversee the elections should be established
and will also look at issues such as boundary changes and the minimum voting age. This review is likely to take nine months to a year to complete, including a period of public consultation. We shall also build up experience of how the new LegCo operates. On this basis, we can then consider how best to broach with China the
arrangements for the 1995 elections, so as to ensure in practical terms that the LegCo elected in 1995 can, as agreed in principle with China, continue through 1997 to
1999.
The elections opened a new chapter in Hong Kong's development. I am glad that a number of Members were able to be in Hong Kong during or shortly before them. We all share an interest in the success of the new
arrangements.
