6. JLG running Hong Kong? Consult LegCo before agreement in
JLG?
JLG staffed by officials representing their two
Governments.
Role carefully laid down in JD. A flight of
fancy to suggest they are taking over the Government of
Hong Kong.
We attach importance to LegCo's views. JD provides that work of JLG will remain confidential unless agreed otherwise
between the two sides. HKG and ExCo fully involved in
preparing positions for JLG. Have not noticed LegCo slow in making their views clear as a whole.
