1.

Mr Crystal has set out some points which the Minister might cover when he sees David Wallen for a scene setting

interview on 26 November.

2.

I agree generally with Mr Crystal's line. But I think that the Minister might like some material with which to rebut the sillier points in today's SCMP editorial, and a little bit more defensive material on points which Wallen may throw at him on current Hong Kong business (even though we understand he plans to concentrate on China).

3.

I attach a somewhat fuller check list on these lines.
