The Secretary of State was grateful for your minute of 26 September. He agrees, in particular, about the discrepancy between the attitudes of the British press and the press in Hong Kong. He thinks that one palliative might be for the Hong Kong Liaison Office in London to circulate digests of the

Hong Kong press at moments of interest to the editors of British newspapers. The Secretary of State would be grateful if Lord Caithness would assess what might be done.
