John Elliott. Now that he is operational in Hong Kong he

should make it a priority to establish good relations with

the British correspondents in Hong Kong (since most of the material in the British press is written in Hong Kong).

Elliott might occasionally encourage selected Hong Kong

Chinese journalists to come to this country. They might be

more effective than HMG or HKG spokesmen in getting across

to the British press that there are other angles to the Hong Kong issue.

Lord Caithness and senior officials here should of

course continue to take opportunities to put our case to editors and senior journalists. But we cannot expect this to alter the tone of British press coverage very much.

5. If Lord Caithness agrees, we might go through these points with the Governor. It would be worth ensuring that a particular effort is made over the period when the Governor is announcing his appointments to ExCo, which will be the next major opportunity for Martin Lee to grandstand in the

Western media.
