Paul Wright of the Broadcasting Division of the Home Office telephoned this morning. He said he had had a call from Lord Derwent and Richard Li about the proposed Hutchvision/BBC channel on Asiasat. They had concentrated on the difficulties they felt they were up against in getting authority to launch a TV service financed by subscription (as opposed to by advertising).

Mr Wright said he had had contacts with Mr Gus Choy who had until recently been in charge of broadcasting in the Hong Kong administration. He proposed to write to Mr Choy to say that he would be happy to continue to give any advice the Hong Kong administration might need in broadcasting matters, especially related to satellite and cable services which he had for some time been discussing with Mr Choy.
3. I said I could see no reason why Mr Wright should not continue to give technical advice to the Hong Kong administration on broadcasting and related matters if they wanted it. But I thought he could find himself in an awkward position if he appeared in some way to be lobbying the Hong Kong administration on behalf of Hutchvision.
I gave him
a brief account of our own contacts with Lord Derwent and Mr Li as background. Mr Wright took the point. I suggested that if there were any further developments he wished to discuss with us he should give you a ring.
