the price for this. Mr Irwin has recently been in Hong Kong for discussions on all these points which, as we have repeatedly indicated, are properly to be resolved between the Hong Kong authorities and the companies concerned.
4. On the basis indicated by Mr Irwin, I recommend that the Secretary of State should agree to see Mr Checkland briefly and should repeat that the FCO supports this project. It is of enormous importance to the BBC in their efforts to launch a
world-wide TV satellite service, and to Britain in our desire to see good, accurate, and objective news programmes made freely available to the widest possible audience. Hong Kong Department
