Dear Chris

Thank you for your fax re the visit of Lord Caithness.

I cannot accept that he should depart without a farewell prese conference. Nor do I accept that reporters should be expected to stand outside in a bunch and shout questions; this is hardly A civilised way in which to conduct questioning of a VIP.

If I had expected Lord Caithness to depart without holding a press conference, however, I would have attempted to question him outside LegCo.

I understand Lord Caithness held a briefing for British reporters and not for Hongkong ones. This is just another shabby example of how the press is scorned by visiting British politiciane; I hasten to add it is the same way in which we are treated as social lepers by the Hongkong administration.
