Dear Lord Caithnesa

I am a Hongkong newspaperman who was looking forward to putting some questions to you at your farewell arms conference in Hongkong after your recent visit .. war surpriamd to find thera was no such press conference. a departure from former visits by Ministers who have held your job. I would like to ask why.

It seems to me that if a Minister with Special Responsibility for Hongkong Affairs comes to Hongkong, spenda several days touring the Colony, apeake to a large number of officials and politicians and studies our present situation, then he must surely have formed some opinions during his stay. I feel also that these opinions would be of great interest to hongko people.

So I would like to ask the following questions:

1. Why did you not hold a presa conference at the end of you? recent visit?

2. I understand you held a briefing for British reporters. Why did not Hongkong reporters get such a briefing?

3. Who selected the reporters to whom you spoke? (Did you or your staff invite British reporters to attend this briefing or was it the Hongkong Government who degued the invitatione? I work for outlets both in Hongkong and abroad and I was not invited so I am curious on what basie the journalists who attended were selected. )

4. The next time I dome to Britain. I would like to come and seg you for an interview for my Hongkong outler, the South China Morning Post for which I do three columns a week.

5. Any further amplification, explanation or information on the above topics would be appreciated.
