ARTICLE BY THE SECRETARY OF STATE: OBSERVER
1. At last week's lunch for the Secretary of State at the Observer, Donald Trelford asked if the Secretary of State
would be prepared to write an article on the Gulf for Sunday 17 March. The Secretary of State said that he would be prepared to think about if if they were still keen early
this week.

Adrian Hamilton has been in touch to say that they are very interested. They take the view that the Secretary of State's series of articles on the Gulf (which have not yet included anything for the Observer) has been extremely
useful. I said that I would, of course, consult the
Secretary of State but we had to bear in mind that he had
done 10 articles on the Gulf and the latest would be
appearing tomorrow (the Times article). This would take the
debate about as far forward as we could at the moment.
