BBC WORLD SERVICE/RTHK.
1. The BBC World Service in English is relayed by Radio Television Hong Kong
The Recreation & Culture Branch of the RTHK) on Medium Wave for 24 hours a day. Government Secretariat, which carries responsibility for broadcasting in Hong Kong, has requested an exchange of letters with the BBCWS to cover the terms of this relay. I attach copies of relevant correspondence which is self- explanatory.

Does the FCO need to give its formal approval to such an exchange of letters and if so what form should it take?
