HONG KONG/CHINA: LORD CAITHNESS' "BRAIN STORMING" DINNER

1. In your minute of 18 January, you asked us to consider the names of people

and academics

businessmen, politicians, journalists

who might be invited to a "brain storming"

lunch or dinner at Lancaster House. I underline that a

dinner has been provisionally fixed for Wednesday 13 March.

I submit a draft guest list (with reserves), which

reflects the suggestions of Mr McLaren and Mr Burns and

other copy addressees. The majority of names come from the

business world (11 out of 16) with the remaining 5 guests drawn from the other categories.

The proportions could of

course be easily adjusted. The Special Advisers may wish to

comment further on the choice of MPs.
