You asked for precedents for your seminar on Hong Kong.

The precedent to which the Secretary of State referred was the recent seminar on the Soviet Union. I attach the papers. This was organised by Soviet Department and consisted of four outsiders, the German Political Director (in London by accident) and a handful of insiders. The meeting took place over a sandwich lunch. The Secretary of State said that this time he wanted a rather larger meeting including businessmen etc.

We have arranged a number of similar seminars ourselves over the last few years including outsiders and Ministers, but the Soviet example is probably the best.
