SEMINAR ON HONG KONG

1. You asked for precedents for your seminar on Hong Kong.

2.

The precedent to which the Secretary of State referred was the recent seminar on the Soviet Union. I attach the papers. This was organised by Soviet Department and consisted of four outsiders, the German Political Director (in London by accident) and a handful of insiders. The meeting took place over a sandwich lunch. The Secretary of State said that this time he wanted a rather larger meeting including businessmen etc.

3. We have arranged a number of similar seminars ourselves

the last few years including outsiders and Ministers, but the Soviet example is probably the best.
