would like a rather larger meeting, including some businessmen. The aim would be to stimulate a wide-ranging discussion on Hong Kong and to encourage some new ideas and lateral thinking.

We need to avoid duplication, particularly of outside participation, with the dinner held by Lord Caithness to discuss China and Hong Kong in March (list of participants B attached). Lord Caithness plans another similar dinner on 13 June, this time to discuss the Pacific Rim. (See guest list attached).

Once we have decided on outside participation, and the overall size, of the proposed seminar lunch, we need to fix the date. I hope it can take place before the summer holiday period.
