BRAINSTORMING DINNER: PACIFIC RIM

1. As requested in PS/Lord Caithness's minute of 17 April, I submit a list of possible participants in a "brainstorming" dinner on the theme of the Pacific Rim.

The Minister has asked for a total of eight guests: the list includes twelve names from which this nucleus can be drawn. We have tried to strike a balance between academics, journalists and businessmen. I also attach a list of the other names proposed by HKD, SEAD, SPD and RAD for inclusion in this dinner. In making our selection, we have tried not to include those who have been overexposed in the past, or whom the Minister has earmarked for his next session on Hong Kong. But the Minister may wish to cast his net more widely in drawing up this list..
