I submit a list of participants for this seminar drawn beforehand
from the names approved earlier by the Secretary of State.
We have not yet had a reply from Sir Geoffrey Howe, but otherwise all those listed have agreedto come.
2.
We need to decide which of the two Hong Kong businessmen
suggested by Hong Kong we should invite: Charles Mackay or
Victor Fung (see short CVS attached). Since the Minister's idea was to invite a Chinese businessman, I recommend we go
for Victor Fung first. We will need to make clear,
tactfully, that we are not offering to pay his travel
expenses.
3.
Only one of the three journalists we asked is able to come.
If the Secretary of State would like to include another I recommend we invite Richard Lambert, Editor of the Financial Times. The Hong Kong coverage of this newspaper, both political and economic, is consistently good.
