Dear Mr Mackay,
The Foreign Secretary will be chairing a small private seminar on Hong Kong on 3 July. It will take place at 1 Carlton Gardens from 1000 to 1130 am. I understand you will be in the UK next week and, if your plans allowed, I know Mr Hurd would very much welcome it if you were able to join him.
The purpose of the seminar is to take a good look at where we now stand in Hong Kong, and to examine the options we have in dealing with the problems which we will face over the next six years. Participants will include Lord Caithness and about half-a-dozen FCO officials, with a similar number of people from outside the Office, including one or two MPs, academics, journalists and businessmen like yourself with a good understanding of Hong Kong.
It would be a great help if you could let me know soon whether you will be able to come, either by telephoning me on 071-270-2647 or by faxing a reply on 071-270-3387.
Yours Sincerely Alan Par
