It is kind of you
to agree to see us, and fit
us into what I know to be a busy schedule of meetings.
Perhaps it would be useful if were to explain who we
are and represent, and why we welcome this opportunity
of putting to you our views Оп a number of key issues
related to our employment here in Hong Kong as Members
of Her Majesty's Overseas Civil Service (HMOCS).

To facilitate a structured discussion with HMG
on matters relating to our employment, which arise from
the transition of sovereignty from the UK to the Peoples'
Republic of China (PRC), we have formed an Association
of HMOCS Members in Hong Kong. The Association will
hold its inaugural meeting early in 1992.

Despite

recent assurances by the Minister of
State that HMG recognizes the concerns of members of
our Association, and is drawing up arrangements for HMOCS
Officers arising from the transfer of sovereignty on.
1 July 1997, we are extremely disappointed that there
has been no announcement to date in respect of a general
compensation scheme, and guarantees for the sterling
value of pensions. You may know that the terms of these
latest assurances to which I have referred are identical
to those given by Baroness Young speaking
Government in the House of Lords in March 1985.
