HONG KONG: HMOCS MATTERS

Problem

1. How to reply to three identical letters about the pensions of HM Overseas Civil Service (HMOCS) officers, two

from MPs and the third

from the Leader of the Opposition in the House of Lords.

Recommendation

2. I recommend that we send a standard reply and submit a

draft.

Background

3. This looks like the start of a concerted effort by the Association of Expatriate Civil Servants (AECS) to rally parliamentary support. Mrs Chalker has received a similar letter from Mr Campbell-Savours MP. AECS is a long-standing body which takes up issues of concern to expatriate civil servants as a whole, not just HMOCS officers.

4. HMOCS members have recently formed their own association. Its first public meeting will take place in mid-October and may well attract press attention.
