Thank you for your letter of 14.2.1991.

I do not understand why you think it should

量 reassure.. me to know that the official in your Department responsible for HMOCS policy matters is seconded from Hong Kong. I find it difficult to believe that this person could have any substantial influence on policy; but if he does and this is what you seem to be saying it is very sad. If an official is working unfairly against the interests of a group of people who, through no fault of their own, are suffering economic hardship resulting from the maintenance of an unrealistic exchange rate for political reasons then it does not matter whether that official comes from Hong Kong, Outer Mongolia or Upper Up!

You can see from the record of the meeting with Sir David Ford held at the Hong Kong Government Office in London on 20th. November 1990, a copy of which has I believe been sent to Mr. Burns, that there is an underlying suspicion that Hong Kong Government policy in this matter is being influenced by misinformation provided to the Executive Council of that Government. I feel sure that this is not deliberate, but you will understand why I draw no comfort from the presence in your Department of a Hong Kong Government official who if I have understood you correctly has been at least partly responsible for influenceing HMG's policy with irrelevant and factually incorrect information. In this connection I must repeat that comparisons between the two groups is irrevelant. In this connection I should also tell you that my letter to you of 9th. December did not mention all of the factors which tend to favour U.K.civil servants.
