Lord Caithness has received a letter from

Mr Anthony Thorne, a retired Hong Kong civil servant, about

the declining value of his pension and the inadequacy of the

SPOS arrangements. Who should reply and in what terms?

Recommendation

I recommend that a departmental reply is sent to

Mr Thorne. I attach a draft.

Lord Caithness will recall our two previous submissions of 25 January and 20 February on these issues.

4. Mr Thorne sets out his own case as an example of the

effects of exchange rate fluctuations on Hong Kong basic pensions. Mr Thorne retired from the Hong Kong civil service in January 1981 when the exchange rate was HK$12.
