We believe that, since HMG is and ultimately the Chinese Government will be responsible for the sovereignty of Hong Kong, the problem of pensions is one which lies with both these governments and not that of Hong Kong or the future SAR. Consequently, we consider that HMG should underwrite the pensions of officers who have served before 30th June, 1997 and equitable public officers arrangements should also be made by HMG for pensionable officers who are members of HMOCS.
(4) Nationality Package
4.1 We wish to express our appreciation for the efforts of both the HKG and HMG in relatively speedily resolving this issue which has done much to allay the fears of our local members arising from concerns as to nationality upon the transfer of soverignty in Hong Kong.
