Thank you for your letter of 27 November about issues of concern to HMOCS officers in Hong Kong and retired officers here.

I am sorry that we always seem to be telling you that we are on the verge of a breakthrough but never quite there. I regret to say that we are in a similar position now. I can assure you that my officials, and those of other Whitehall departments, are working very hard on the issues raised.
