Thank you for your letter of 27 November about issues of concern to HMOCS officers in Hong Kong and retired officers here.
I am sorry that we always seem to be telling you that we are on the verge of a breakthrough but never quite there. I regret to say that we are in a similar position now. I can assure you that my officials, and those of other Whitehall departments, are working very hard on the issues raised. These are complex and require very careful consideration. is still my hope that we will be able to clarify our position
