Overseas Officers in Hong Kong - Pensions

As you know the Hong Kong Government introduced an optional new Civil Service pension scheme in 1987 which, in general, extended service from 55 to 60 years, changed pension factors and increased the amount of pension that can be commuted.

Serving officers can opt for the new scheme until 30 June 1992 or their 50th birthday if earlier. Our Association has for some time been asking the Hong Kong Government to be more flexible in the application of the closing date. The reason for making this request is that a number of overseas officers would like to have more information about continued employment under the post 1997 Hong Kong SAR Government and whether (and if so, what) general - compensation arrangements will be made as a result of discussions between HMG and the Hong Kong Government. Also we have been advised that there is a possibility that pension commutation arrangements may be further improved but we do not know whether this will be confirmed before June 1992.

A number of overseas officers wish to extend their service in Hong Kong but, because of these uncertainties they will be reluctant to opt for the new scheme without the full information before them. This we consider to be unsatisfactory to the present and future Administration o ́ong Kong as well as to the officers themselves.

I bring this to your attention with the hope that you can use your good offices with the Hong Kong Government on behalf of these officers who are members of HMOCS. A copy of our most recent letter to the Hong Kong Government is attached for your information.
