Thank you for your letter dated 5 July, addressed to Mr Allan Roger, President of AECS. In the absence of Mr Roger, I am taking the opportunity of replying to your letter.

Whilst eligibility for any possible HMOCS arrangements, compensation, may not be affected by whether an officer is on the old or new pension schemes, it is possible (perhaps probable) that the amount of any compensation would be affected.

Assuming that one of the factors in determining compensation is the officer's normal retirement date (as in the case with the existing Limited Compensation Scheme) then whether that is age 55 under the old scheme or age 60 under the new scheme becomes quite important.

There are, however, clear disadvantages as well as possible advantages in opting for the new scheme and we consider it unreasonable to require such options to be made until all relevant information is available including, in particular, any general compensation arrangements for HMOCS officers whose careers or expectations are curtailed which may offset these disadvantages. This is an important matter for those concerned and I should be grateful if you would pursue the extension issue.

I note from the press that you will be joining us in Hong Kong in September and wish you every success with your posting. We, of course, have a direct interest in this!
