A 2. I attach Mr Cox's letter of 29 August 1991 to the

Treasury which sets out clearly our package of proposals; the record of out latest meeting with the Treasury on 12 November 1991; and our recent exchange of telegrams with

the Governor. The Treasury/ODA team are currently in

Hong Kong. We shall be following up quickly after their

return.
